Good hotel
The room was very large with a balcony overlooking the pool on the ground floor, located in the floors as requested, quiet.
The bedding was comfortable and the bathroom was functional. However, the shower drain was blocked and without the towels, there would have been a flood directly in the room.
Breakfast, served self-service on the 6th floor was rich and varied with local products. The staff was nice, spoke English. They called us a taxi for the next day transfer to the airport, for 1300 CVE. There is a swimming pool on the 6th floor, a gym also. There are also several restaurants, a bar.
The hotel is overall pretty, ideally located, close to the laginha beach and the city center where restaurants and ferry are located. Perhaps we should refresh a little the decoration and painting of the room. Good value for money.

Prime Location with Room to Grow
Rating: 3.5 / 5
A charming hotel with an unbeatable location, great vibes, and incredible food—though it definitely needs a management wakeup call to hit its true potential.
The Good (Why You’ll Love It)
* Prime Real Estate: Located right in the heart of Mindelo with the harbor literally at your doorstep. The views from the 6th-floor rooftop overlooking the city and the mountains at sunset are jaw-dropping.
* Top-Tier Food & Drink: The restaurant on the second floor serves up outrageously good, flavorful dishes, and the rooftop breakfast is high-value and delicious. Plus, the lobby bar and the quiet inner courtyard pool set a super welcoming, laid-back tone.
* Solid Tech: A massive shoutout to the rock-solid, high-speed Starlink Wi-Fi.
* Great Base Comforts: The mattress itself is exceptionally comfortable.
*
The Bad (What to Watch Out For)
* Service Lacks Initiative: The overall service vibe is pretty passive; nobody really goes the extra mile. The rooftop terrace is literally begging to serve cold drinks, sushi, or tapas during sunset, but the staff’s enthusiasm for making that happen is non-existent.
* Quirky Room Design: For Western standards, the layout feels a bit disjointed. The TV is tiny, hooked up to an awkward couch setup, and only works for YouTube. The bathroom lacks basic amenities and features a dangerously slick shower floor (pack water shoes!), and the room's floor tiles show every footprint instantly.
* Small Annoyances: The pillows are bottom-tier budget quality (bring your own or repurpose the throw pillows), the electrical outlets charge at a painfully slow crawl, and the ground-floor lobby gets stuffy without proper AC or fans. And let's not even start on the mysterious glass flooring by the pool—who actually wants to put their dirty underbelly on public display?
*
The Verdict
Looking past the lack of proactive service and some truly bizarre design choices, this is still a solid, family-friendly African hotel. With a fresh manager who actually gives a damn and raises the ambitions, Ouril could easily be a absolute five-star hotspot in Cape Verde. Highly recommended for the location, the food, and the atmosphere—just pack your own pillows and a little extra patience!

Upon arrival, the hotel could not locate my reservation, and I had to wait approximately one hour before the issue was resolved.
I had specifically booked and paid extra for a suite with a private pool/jacuzzi, as this was the main reason I chose this room. At check-in, I was told the pool would be filled and ready within an hour. When I returned several hours later, it was still empty. Eventually, I was informed that there was a problem with the pump and that it would take several more hours to fix. As a result, I was never able to use the private pool that I had paid a premium for.
What disappointed me the most was that no comparable room was offered, nor was there any meaningful attempt to resolve the situation. When guests pay extra for premium amenities, they should either be available as advertised or an appropriate alternative should be provided.
The staff were polite, but the handling of the situation fell well below expectations. I also requested financial compensation, as I paid for a room with facilities that I never had the opportunity to use.
I hope the hotel improves its procedures so that future guests do not experience the same disappointment.
