excellent little place
You can catch a bus from Arica to Putre for a few bucks. The bus drops you off on the Main Street of Putre. The is a corner restaurant, for early arrivals, and across the street is Cali Hostel. The place is amazingly clean it has private bath and shared baths, however there are no dorm rooms. Breakfast is included and one can have Dona Cali make reservations to various day excursions. If you can wait for at least for people it is reasonable prices but can be very expensive for 2. There is an amazing hike to the painted rocks. I had to ask multiple times if I was on the correct path as it is not marked well, but worth the challenge.

A very simple hostel run as a cash-cow
Hostel Cali is located in the main street of Putre at 3200m. The hostel is what first glance suggests: a homebuilt simple backpackers accommodation.
The hostel is owned by a friendly elder couple and they also run a general store shop. The lady-owner knowns that backpackers anyway will arrive and has a focus on CLP $.
The entry is next to the shop and in the patio you find the common kitchen with eating table & chairs, and a seating bench. The hostel offers dormitory accommodation, rooms with shared bathroom and rooms with private bathrooms. The hostel serve a modest breakfast.
Our room was practically decorated and furnished, with an so-so double bed and a single bed, and a small private bathroom with small washbasin, toilet and shower. The beds have loads of cheap blankets. All was somewhat outworn, but clean. Complimentary slow Wi-Fi Internet and free use of the kitchen.
Hostel Cali is an OK place for anyone who seeks a simple not-so-cheap accommodation in a high-mountain tourist location.

Good but be prepared for cold
Hostel Cali is located a block away from the main square and owned by a lady who also owns the grocery store. She was helpful and gave us good advice on the area.
Shared bathroom was clean and the shower had hot water at all times of day (no towels provided). The hostel also had shared living room /kitchen which was spotless.
The bedroom was basic but comfortable during the day. At night it was VERY VERY cold (-6 one night!) but the room had no heating. We survived but be prepared for cold, don't go to bed too late.

Spend more and stay elsewhere!
I spent two horribly sleepless nights in this poorly run hostel. The frazzled proprietress did let me check in early and also let me keep my gear stowed after check out till the bus left for Arica. Those are the only two positive points. The room was none to clean - dirty bandage on the bathroom floor, detached toilet seat which the owner demonstrated to me with hand gestures. Was unable to help me with a park tour which was fine because I found a great one elsewhere - but the worst was the loud all night party in the room next to mine. Not sure what her options were for dealing with such rude guests - not only did they keep me awake, but as they were many, argumentative, and male, I felt less than safe. (Flimsy door and huge sliding glass window with see thru curtain)...Spend more money and stay elsewhere - especially if you want to be rested to go up to Parque Lauca the next day!

Don't stay here!
Try to avoid that you have to stay here. The owner is very unfriendly. You get a bed, a hot shower (if they turned the hot water on) and a toilet. And all of this for 12.000 chilean pesos a night in a dormitory, which I think is a lot.
On some sites they advertise to have a shared kitchen you can use, but this is not true.
