Great location - dissapointing room

The Tornøs hotel is a beautiful hotel in a great central location and it has a nice vibe. We had booked a room with views over the water and paid extra for the privilege. The room (8) we got was on the ground floor and it was lovely decorated, clean and bed comfortable.
Unfortunately the view was to a car park and there was a walking passage in front of our windows - see picture. When I challenged the reception lady, I was told curtly that was what was booked and there were no other rooms. We were tired and just wanted to relax.
The next morning, I checked my booking and it clearly stated views over water. At check-out, I challenged it again with a different lady. She was more knowledgeable and agreed that it was a mistake and refunded us DKK 200. It was supposed to be a romantic break but the room was far from that.
